A Debt Too Big to Pay
By 1907, the Korean government owed Japan an enormous debt — about 13 million won, mostly from loans forced on Korea in the name of "modernizing" the country. The government simply did not have that much money. People worried that Japan might use this unpaid debt as an excuse to take even more control over Korea.

An Idea from Daegu
In the city of Daegu, two men named Seo Sang-don and Kim Gwang-je came up with a simple but powerful idea. If every smoker in Korea gave up tobacco for just a few months and donated the money they would have spent, together the whole country could raise enough money to pay off the national debt. It sounded almost too simple to work.

The Idea Spreads
Newspapers across the country printed the idea, and it spread from Daegu to Seoul and beyond within weeks. By giving up cigarettes and skipping small pleasures, ordinary citizens tried to save their country's independence, one coin at a time. What started as one local idea quickly became a nationwide movement, known as the National Debt Repayment Movement.

Rings, Hairpins, and Small Coins
Women across Korea formed their own groups and gave up something even more personal: their gold rings and silver hairpins. Poor laborers who had almost nothing still found a few coins to contribute. Even children brought small amounts of pocket money. No donation was too small to matter, and no one felt left out of the effort.

An Uncomfortable Movement
Japan's Residency-General in Korea watched the movement with growing alarm. A Korea free of debt would be much harder to control. Officials began spreading rumors that organizers were secretly stealing the donations, and some leaders of the movement were even arrested and questioned. Support for the movement started to weaken under this pressure.
조선에 있던 일본 통감부는 이 운동을 점점 더 불안한 눈으로 지켜보았습니다. 빚에서 자유로운 조선은 통제하기가 훨씬 더 어려울 것이었기 때문입니다. 관리들은 운동을 이끄는 사람들이 몰래 기부금을 빼돌리고 있다는 소문을 퍼뜨리기 시작했고, 몇몇 지도자들은 체포되어 조사까지 받았습니다. 이런 압박 속에서 운동에 대한 지지는 점점 약해지기 시작했습니다.

More Than the Money Itself
In the end, the National Debt Repayment Movement did not raise enough money to pay off the entire debt. Even though it fell short of its goal, it left something lasting behind: proof that ordinary Korean people — rich and poor, men and women, adults and children — could unite around a shared cause. That spirit of standing together would appear again and again in Korea's long fight for independence.
